Kate B. O’Neal is an Innovative Strategist and Executive Partner with over 20 years of global energy experience, most recently as Commercial and Regulatory Operations Manager at Shell Trading & Supply. She has contributed more than $826M in commercial value to Shell’s trading business, managed a $320M OPEX budget to a $14M underspend, and led a global community of 275+ FTEs across Brazil, Mexico, Canada, Manila, and Houston. A dedicated mentor, Kate has facilitated six career progressions within her organization and spearheaded scalable digital platforms including MACk and CI Tracker. She holds an MBA from the University of Phoenix, a BBA in Accounting from Lamar University, is a 35-year member of Delta Sigma Theta Sorority, Incorporated, and is a 2026 recipient of the Fearless Female Forum Award. Kate is based in Houston, Texas.

Shell, she has led global teams through billion-dollar transformations,
crisis events, and the modernization of legacy operations across five
countries.
Most recently as Commercial and Regulatory Operations Manager at Shell
Trading & Supply, Kate led a community of 275+ FTEs and 10 direct
reports across Brazil, Mexico, Canada, Manila, and Houston. Under her
leadership, her organization contributed over $826M in commercial value
to T&S Products’ NIBIAT since 2023 and managed a $320M OPEX
budget to a $14M underspend through disciplined cost control. Kate
spearheaded the launch of globally scalable digital platforms including
MACk and CI Tracker, driving rail optimization and supply chain
automation at scale.
Kate’s signature methodology, The R.I.S.E. Method, distills four
practices from her career: Receipts (lead with measurable value),
Innovation (challenge the legacy of how things are done), Soul (lead
with heart and authentic conviction), and Empowerment (develop leaders
and build thriving communities). She brings this framework to every
